If a fourth dimensional being can see all of the 3d world, then can't 3d beings (us) see all of the 2d world? And the 2d see all of the 1d and 1d to 0d?

But how do we see all of 2d? For example, if i'm in my house, how can I see the 2d stuff somewhere else?

Not exactly. When people say this, what they mean is that nothing in the 2D world can block our vision. You can see both inside and outside of Fred's house. But if there is a 3D wall between your eyes and the 2D world, or if the world is too far away, you can't see it.
