if fred can only see one dimension surely he would see lines not circles and squares.

Well yes, the same way we only see planes when we look at a cube, instead of the whole cube at once.

However, it is conceivable that Fred's brain could use visual (depth, brightness, etc.) cues to construct a 2D image in his mind.
