If the dimensions were in layers (2nd wrapped around 3rd, 3rd around forth, etc) then does that mean that the 4th dimension has existed longer than the 3rd dimension in order for the 3rd dimension to be wrapped around it?

It sounds like you're talking about kaluza-klein theory, which involves small dimensions being wrapped up in larger ones. But when we say "wrapped around", we don't mean that at some point in the past the small dimensions were unwrapped, and then somebody grabbed it and wrapped it around a higher dimension. All it means is that there are small dimensions that have always been curled up. In fact, it's likely that the large spacial dimensions were once curled up, and then "unfurled" at the time of the big bang.

Each dimention is in its own right is an after effect of the singularity. All other dimensions are bound by the 2nd to be functionally a dimension. A fourth dimension would be truely another 3rd, an extention of a third in spacial time. The closest 3 dimentional string to the singularity would be synaptic 2nd dimentional catalyst found in jellfish, whos mass is deceptive to their navigational skills but yet can read the 3rd like a book.

So if it wasn't for the 2nd dimension, all the other dimensions wouldn't be dimensions? What would they be then?

That's true in a sense. Actually all the dimensions are the same. To prove this, turn to face another direction. You'll find that the dimensions have suddenly switched places, and yet you're still in the same universe, with all the physics intact.
